中化建國際招標有限責任公司（以下稱為“招標代理機構”），中國海洋石油集團有限公司的全資子公司，受海洋石油工程股份有限公司（以下稱為“招標人”）委托，就工程-東方1-1氣田CCUS提高采收率項目所需部分貨物及相關服務進行國際公開招標。現邀請投標人對下列貨物和服務提交電子密封投標：
CNCCC International Tendering Co., Ltd., a wholly-owned subsidiary of China National Offshore Oil Corporation (CNOOC), (hereinafter referred to as “the Procurement Agency”), entrusted by Offshore Oil Engineering Co., Ltd.(hereinafter referred to as “Procuring Entity(Company/Purchaser/Buyer)”), intends to organize an International Competitive Bidding for the purchase of the Goods and the relevant services required under the project of COOEC-Engineering Company-DF1-1 Gas Field Ccus For Enhance Gas Recovery. Bidders are kindly requested to submit their electronically sealed bids for the following Goods and Services.

項目概況：本次招標項目為設計院東方1-1氣田CCUS提高采收率項目采購4臺海水提升泵。
Project Summary：This tendering project is for the procurement of 4 seawater lift pumps for the Dongfang 1-1 Gas Field CCUS Enhanced Oil Recovery Project by the Design Institute.
資金到位或資金來源落實情況：已落實。
Fund availability or the status of fund source /confirm/iation: /confirm/ied.

從中華人民共和國關境外提供的貨物:如2026年8月29日之前發貨則送達至CIF青島港/如2026年8月29日之后發貨則送達至CIF海南洋浦港
For Goods to be offered and supplied from outside PRC customs territory: CIF Qingdao Port for shipments on or before August 29, 2026; CIF Hainan Yangpu Port for shipments after August 29, 2026.
3. 對投標人的資格和業績要求
Requirements for Qualifications and the Past Performance of the Bidder:
（1）資格要求 Eligibility Requirements ★
A. ★如果投標人為中國境內注冊公司，投標人需具有合法有效的企業法人營業執照、稅務登記證及組織機構代碼證或證照合一的營業執照，投標時需提供原件掃描件（原件備查）；
If the Bidder is a company registered within the territory of China, it shall possess a legally valid Business License of an enterprise legal person, Tax Registration Certificate, and Organizational Code Certificate, or a unified business license combining these certificates. When submitting the bid, the Bidder shall provide a scanned copy of the original document (with the originals kept available for verification).
★如果投標人為中國境外注冊公司，需提供有效的公司登記注冊證明；
If the Bidder is a company registered outside the territory of China, it shall provide a valid certificate of company registration.
★投標人為分公司的，需具有合法有效的營業執照（境內注冊）/公司登記注冊證明（境外注冊）和上級法人單位授權書（授權該分公司投標和簽訂合同），投標時需提供原件掃描件（原件備查）。
If the Bidder is a branch company, it shall possess a legally valid business license (for those registered within China) / certificate of company registration (for those registered outside China) and an authorization letter from the superior legal entity (authorizing the branch to bid and sign contracts). When submitting the bid, the branch shall provide scanned copies of the original documents (with the originals kept available for verification).
★招標人認可該分公司和上級法人單位的資質、資格和業績，不認可同一上級法人單位的其它分公司的資質、資格和業績。分公司與上級法人單位只可一家參與投標，同時參與投標的，投標均無效。
The qualifications, eligibility and performance of the branch and its superior legal entity shall be recognized by the Procuring Entity(Company/Purchaser), while the qualifications, eligibility and performance of other branches under the same superior legal entity shall not be recognized. only one of the branch and its superior legal entity may participate in the bid; if both participate in the bid, all their bids shall be regarded as invalid bids.
B. ★不接受代理Bid by an agent is not acceptable
投標人應為所投貨物的制造商。不接受代理商投標。
The Bidder shall be the manufacturer of the Goods being offered. Any bid by an agent is not accepted.
C. ★是否接受聯合體投標：否
Is any bid by a consortium or a joint venture accepted? No.
D. ★未領購招標文件是否可以參加投標:不可以
Can a bidder participate in the bidding without purchasing the Solicitation document? No.
（2）資質要求及證明文件Qualification Requirements and Supporting documents
不適用 Not applicable
（3）業績要求Requirement for Bidder's Past Performance★:
2009年1月1日至投標截止日（以合同簽署時間為準），投標人應具有至少1臺的潛沒式海水提升泵產品的供貨業績（供貨業績的制造商必須是投標人），且同時滿足額定流量不小于2000m3/h和揚程不小于95米，介質為海水的技術要求。如合同或到貨驗收材料上未體現上述技術要求，投標人需提供合同相關技術文件或證書體現上述技術要求。
Subject to the contract signing date, the bidder shall have at least one set evidencing its supply performance records of submerged Seawater Lift Pump products from January 1, 2009 to the bid close date,and the manufacturer of such supplied products must be the same manufacturer of the products to be offered in this bid,. meeting the Rated Flow ≥2000m3/h and head ≥95m ,The working medium is seawater technical requirements.If the above technical requirements are not reflected in the contract or the arrival acceptance documents, the Bidder shall provide other relevant documents such as contract-related technical documents or certificates to demonstrate the above technical requirements.
投標人須按規定格式提交業績表，并提交相關業績證明文件。業績證明文件包括：1）合同；2）用戶簽字或蓋章的到貨驗收材料（到貨驗收單或調試驗收報告或其它可以證明合同項下貨物已經到貨驗收的有效證明材料）。
The bidder shall submit the Performance Form in the specified format and provide the relevant performance certification documents.The performance certification documents include: 1) Contracts; 2) Goods arrival acceptance signed or stamped by the client (i.e. Arrival Acceptance Form, or, Commissioning Acceptance Report, or other valid certifications that can prove the goods under the contract have passed the arrival acceptance).
投標人所提交的業績證明文件必須至少體現以下內容：合同簽署時間、合同簽署頁（國內貿易合同應有雙方蓋章，國際貿易合同應有雙方簽字或蓋章）、貨物名稱（潛沒式海水提升泵）、流量不小于2000m3/h、揚程不小于95米、介質為海水的技術要求，用戶簽字或蓋章的到貨驗收材料。
The performance certification documents submitted by the bidder must include at least the following contents: the contract signing date; the contract signature page (China domestic trade contracts shall be stamped by the buyer and the seller, while international trade contracts shall be signed or stamped by the buyer and the seller); the name of the goods is submersible seawater lift pump; the Rated Flow ≥2000m3/h and head ≥95m,The working medium is seawater technical requirements; and the goods arrival acceptance signed or stamped by the client.
若業績合同為無固定總價協議，除提供協議外，還應提供相應的訂單及與訂單對應的到貨驗收材料，訂單內容或編號應與協議相關聯。同一個協議下，提供1個或以上的訂單及與訂單對應的到貨驗收材料，均算為1個業績。
If the performance contract is an agreement without a fixed lump-sum price, in addition to submitting the agreement itself, the bidder shall also provide the corresponding purchase orders and the delivery acceptance documents matching such orders. The content or number of each purchase order shall be correlated with the agreement. Under one single agreement, submission of one or more purchase orders together with their respective delivery acceptance documents shall be counted as one (1) performance record.
未提交業績證明文件，或通過所提供的業績證明文件無法認定滿足上述業績要求的，均被視為無效業績。
Failure to submit the past performance certification documents, or inability to confirm that the above performance requirements are met through the performance certification documents so provided, shall be deemed as invalid performance.
4. 有興趣的投標人可通過以下方式獲取招標文件
Interested bidders may obtain the solicitation documents through the following method:
從2026年6月4日開始至2026年6月11日止，請登錄中國供應鏈數字化平臺(https://bid.cnooc.com.cn/）的“招標公告”頁面進行購買。
Bidders are requested to log in to the “Tender Announcement” page of the CNOOC Supply Chain Digital Platform (https://bid.cnooc.com.cn/) to purchase the Solicitation documents from _June_(MM)_4_(DD) 2026 to June_(MM)11_(DD) 2026.
首次登錄必須先進行注冊（免費），注冊方式選擇“自主注冊公開招標”。選擇其他注冊方式將導致注冊失敗。注冊成功后，方可購買招標文件。
For the first-time login to the platform, registration is mandatory (free of charge). The registration method must be "自主注冊公開招標" (Self-Registration for Public Bidding). Choosing other registration methods will result in a registration failure. only after successful registration can a bidder purchase the Solicitation documents.
投標人須在線填寫“購買招標文件登記表”，并在線支付標書款。支付成功后，投標人可自行下載招標文件。招標文件每套售價為人民幣200元或25美元，售后不退。文件發售費用用于印刷和郵寄招標文件/資格預審文件。有郵寄需求的請在支付時備注收件人相關信息。
The bidder is requested to fill in the "購買招標文件登記表" (Registration Form for Purchasing Solicitation documents) online and pay the document fee online. After successful payment, the bidder can download the Solicitation documents by themselves. Each set of the Solicitation documents is priced at 200 Renminbi yuan or 25 US dollars, and the fee is non-refundable after purchase. This fee is used for printing and mailing the solicitation documents/pre-qualification documents. For those requiring mailing, please fill in the recipient's relevant information when making the payment.

5. 投標文件的遞交 Submission of Bid
投標文件遞交截止時間和方式：
所有投標文件都應附上按規定提交的投標保證金，并于2026年6月25日上午9:00（北京時間）前線上提交至機電產品招標投標電子交易平臺（http://www.chinabidding.com)。在此時間后收到的投標文件恕不接受。
Deadline and Method for Submission of Bid documents:
All bid documents shall be accompanied by the Bid Security submitted in accordance with the specified requirements, and shall be submitted online to the website http://www.chinabidding.com before 9:00 a.m. (Beijing Time) on June 25, 2026. Bid documents received after this time will not be accepted.

本次招標公告同時在“中國招標投標公共服務平臺”、“機電產品招標投標電子交易平臺”和“中國供應鏈數字化平臺”上發布。
The Notice of Procurement will be published on the website of the China Tendering & Bidding Public Service Platform, Electronic Trading Platform for Mechanical and Electrical Products Bidding and CNOOC Supply Chain Digital Platform at the same time.
9. 注冊及評標結果發布Registration and Publication of Bid evaluation Results
投標人在投標前應在“機電產品招標投標電子交易平臺”（或“必聯網”http://www.ebnew.com）完成注冊及信息核驗。評標結果將在“機電產品招標投標電子交易平臺”和“中國供應鏈數字化平臺”上發布。
Before submitting a bid, bidders shall complete registration and information verification on the Electronic Trading Platform for Mechanical and Electrical Products Bidding (or EBNew: http://www.ebnew.com). The bid evaluation results will be published on the Electronic Trading Platform for Mechanical and Electrical Products Bidding and CNOOC Supply Chain Digital Platform.
