中化建國際招標(biāo)有限責(zé)任公司（以下稱為“招標(biāo)代理機(jī)構(gòu)”），中國海洋石油集團(tuán)有限公司的全資子公司，受中海石油寧波大榭石化有限公司（以下稱為“招標(biāo)人”）委托，就招標(biāo)人所需部分貨物及相關(guān)服務(wù)進(jìn)行國際公開招標(biāo)。現(xiàn)邀請(qǐng)投標(biāo)人對(duì)下列貨物和服務(wù)提交電子密封投標(biāo)：
CNCCC International Tendering Co., Ltd., a wholly-owned subsidiary of China National Offshore Oil Corporation (CNOOC), (hereinafter referred to as “the Procurement Agency”), entrusted by CSPC Huizhou Polycarbonate Project(hereinafter referred to as “Procuring Entity(Company/Purchaser)”), intends to organize an International Competitive Bidding for the purchase of the Goods and the relevant services required under the project of Project. Bidders are kindly requested to submit their electronically sealed bids for the following Goods and Services.

項(xiàng)目概況：中海石油寧波大榭石化有限公司擬在浙江省寧波市北侖區(qū)大榭島芳烴裝置改造項(xiàng)目中新增一臺(tái)備用三級(jí)結(jié)晶器以解決三級(jí)結(jié)晶器負(fù)荷偏緊，三級(jí)結(jié)晶器出口溫度較設(shè)計(jì)值偏高，PX不能在結(jié)晶器最大化析出，導(dǎo)致PX單程回收率偏低，導(dǎo)致PX產(chǎn)量低于設(shè)計(jì)值的相關(guān)問題。
Project Summary：？A standby tertiary crystallizer？ will be added by CNOOC Ningbo Daxie Petrochemical Co., Ltd. in the aromatics unit revamp project on Daxie Island, Beilun District, Ningbo, Zhejiang Province, to address the tight operating load of the existing tertiary crystallizer. Due to the ？higher-than-design outlet temperature？ of the current tertiary crystallizer, PX (p-xylene) cannot be maximally crystallized and precipitated, resulting in a ？low single-pass recovery rate？ and consequently ？PX production below the design capacity？.

3. 對(duì)投標(biāo)人的資格和業(yè)績要求
Requirements for Qualifications and the Past Performance of the Bidder:
（1）★資格要求Requirements for Qualifications of the Bidder
A. 如果投標(biāo)人為中國境內(nèi)注冊(cè)公司，投標(biāo)人需具有合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營業(yè)執(zhí)照，投標(biāo)時(shí)需提供原件掃描件（原件備查）；
If the Bidder is a company registered within the territory of China, it shall possess a legally valid Business License of an enterprise legal person, Tax Registration Certificate, and Organizational Code Certificate, or a unified business license combining these certificates. When submitting the bid, the Bidder shall provide a scanned copy of the original document (with the originals kept available for verification).
如果投標(biāo)人為中國境外注冊(cè)公司，需提供有效的公司登記注冊(cè)證明；
If the Bidder is a company registered outside the territory of China, it shall provide a valid certificate of company registration.
投標(biāo)人為分公司的，需具有合法有效的營業(yè)執(zhí)照（境內(nèi)注冊(cè)）/公司登記注冊(cè)證明（境外注冊(cè)）和上級(jí)法人單位授權(quán)書（授權(quán)該分公司投標(biāo)和簽訂合同），投標(biāo)時(shí)需提供原件掃描件（原件備查）。
If the Bidder is a branch company, it shall possess a legally valid business license (for those registered within China) / certificate of company registration (for those registered outside China) and an authorization letter from the superior legal entity (authorizing the branch to bid and sign contracts). When submitting the bid, the branch shall provide scanned copies of the original documents (with the originals kept available for verification).
B. 投標(biāo)人應(yīng)為本次投標(biāo)所投產(chǎn)品的制造商；如投標(biāo)人為制造商同一集團(tuán)負(fù)責(zé)銷售投標(biāo)所投產(chǎn)品的全資子公司、控股子公司（投標(biāo)人應(yīng)提供制造商或其上級(jí)公司證明上述事項(xiàng)的證明文件），則視投標(biāo)人為制造商。
The bidder shall be the manufacturer of the bidding products.If the bidder is a wholly-owned subsidiary or holding subsidiary of the same group as the manufacturer responsible for sales of the bidding products, the bidder shall provide relevant evidence documents from the manufacturer or its superior company to prove the above matters, and in such case the bidder shall be deemed as the manufacturer.？

（2）★資質(zhì)要求 Qualification Requirement
特種設(shè)備證書：投標(biāo)人本次投標(biāo)所投產(chǎn)品的制造商須具有有效的《中華人民共和國特種設(shè)備生產(chǎn)許可證》壓力容器制造D級(jí)及以上。投標(biāo)時(shí)需提供證書原件掃描件（原件備查）并可在全國特種設(shè)備公示信息查詢平臺(tái)（https://cnse.e-cqs.cn/info-pub/pub）核實(shí)。
Special equipment certificate: The manufacturer of the products offered by the bidder in this tender must possess a valid "People's Republic of China Special Equipment Production License" for pressure vessel manufacturing at Grade D or above. During bidding, a scanned copy of the certificate (original available for verification) must be provided, and the certificate must be verifiable on the National Special Equipment Public Information Query Platform (https://cnse.e-cqs.cn/info-pub/pub).
（3）★業(yè)績要求Requirement for Bidder's Past Performance:
2016年1月1日至投標(biāo)截止日(以合同簽署日期為準(zhǔn))，投標(biāo)人應(yīng)具有至少兩個(gè)合同均不少于一臺(tái)低溫結(jié)晶法制PX的立式夾套結(jié)晶器的供貨業(yè)績。
同一集團(tuán)全球范圍內(nèi)不同制造商（即同一集團(tuán)旗下的全資子公司或控股子公司或制造工廠）制造的所投產(chǎn)品的業(yè)績，視為投標(biāo)人所投產(chǎn)品的制造商的業(yè)績；投標(biāo)人應(yīng)提供說明函，說明本次所投產(chǎn)品的制造商與滿足上述業(yè)績要求的產(chǎn)品制造商屬于同一集團(tuán)。
From January 1, 2016 to the bid deadline (subject to the contract signing date), the bidder shall have at least two supply performance contracts of ？vertical jacketed crystallizers for PX production via low-temperature crystallization？, with each contract covering no less than one crystallizer.？
？Performance records of products manufactured by different manufacturers within the same group globally (i.e., wholly-owned subsidiaries, controlling subsidiaries, or manufacturing plants under the same group) shall be deemed as the performance records of the manufacturer of the product submitted by the bidder. The bidder shall provide an explanatory letter clarifying that the manufacturer of the product submitted and the manufacturer of the product meeting the above performance requirements belong to the same group.？
投標(biāo)人須提交相關(guān)業(yè)績證明文件。業(yè)績證明文件包括：1）合同和2）用戶簽字或蓋章的到貨驗(yàn)收材料（到貨驗(yàn)收單或調(diào)試驗(yàn)收?qǐng)?bào)告或其他可以證明合同項(xiàng)下貨物已經(jīng)到貨驗(yàn)收的有效證明材料）。投標(biāo)人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、合同簽署頁（國內(nèi)貿(mào)易合同應(yīng)有雙方蓋章，國際貿(mào)易合同應(yīng)有雙方簽字或蓋章）、貨物名稱、結(jié)晶器型式（立式夾套）、裝置名稱及工藝路線（低溫結(jié)晶法制PX）、供貨數(shù)量、用戶簽字或蓋章的到貨驗(yàn)收材料。
Bidders must submit relevant ？performance certification documents？, which include: 1) the contract and 2) delivery acceptance materials signed or sealed by the user (delivery acceptance note, commissioning acceptance report, or other valid certification materials that can prove the goods under the subject contract have passed delivery acceptance). The performance certification documents submitted by the bidder must at least contain the following information: contract signing date, contract signing page (domestic trade contracts shall bear seals of both parties, while international trade contracts shall bear signatures or seals of both parties), name of goods, type of crystallizer (vertical jacketed), name of the unit and process route (PX production via low-temperature crystallization), supply quantity, and delivery acceptance materials signed or sealed by the user..
若業(yè)績合同為年度協(xié)議，除提供年度協(xié)議外，還應(yīng)提供相應(yīng)的已到貨訂單，訂單內(nèi)容或編號(hào)應(yīng)與年度協(xié)議相關(guān)聯(lián)。同一個(gè)年度協(xié)議下提供1個(gè)或以上的訂單及與訂單對(duì)應(yīng)的到貨驗(yàn)收材料均算為1個(gè)有效業(yè)績。
If the performance contract is an annual agreement, in addition to providing the annual agreement, corresponding received orders should also be provided, and the order content or number should be associated with the annual agreement. Providing one or more orders and corresponding acceptance evidence under the same annual agreement is considered as one valid performance.
未提交業(yè)績證明文件，或通過所提供的業(yè)績證明文件無法認(rèn)定滿足上述業(yè)績要求的，均被視為無效業(yè)績。
Failure to submit the past performance certification documents, or inability to confirm that the above performance requirements are met through the performance certification documents so provided, shall be deemed as invalid performance.

Bidders are requested to log in to the "招標(biāo)公告" (Notice of Procurement ) page of the CNOOC Supply Chain Digital Platform System (https://bid.cnooc.com.cn) to purchase the Solicitation documents from Jun.23th, 2026 to Jun. 30th, 2026.

The bidder is requested to fill in the "購買招標(biāo)文件登記表" (Registration Form for Purchasing Solicitation documents) online and pay the document fee online.
