中化建國際招標(biāo)有限責(zé)任公司（以下稱為“招標(biāo)代理機(jī)構(gòu)”），中國海洋石油集團(tuán)有限公司的全資子公司，受中海殼牌石油化工有限公司公司（以下稱為“招標(biāo)人”）委托，就中海殼牌惠州聚碳酸酯項(xiàng)目所需部分貨物及相關(guān)服務(wù)進(jìn)行國際公開招標(biāo)?，F(xiàn)邀請投標(biāo)人對下列貨物和服務(wù)提交電子密封投標(biāo)：
CNCCC International Tendering Co., Ltd., a wholly-owned subsidiary of China National Offshore Oil Corporation (CNOOC), (hereinafter referred to as “the Procurement Agency”), entrusted by CSPC Huizhou Polycarbonate Project(hereinafter referred to as “Procuring Entity(Company/Purchaser)”), intends to organize an International Competitive Bidding for the purchase of the Goods and the relevant services required under the project of CSPC Huizhou Polycarbonate Project. Bidders are kindly requested to submit their electronically sealed bids for the following Goods and Services.
1. 招標(biāo)條件 Preconditions for Solicitation
項(xiàng)目概況：中海殼牌石油化工有限公司（以下簡稱“中海殼牌”）擬在廣東惠州大亞灣石化產(chǎn)業(yè)園區(qū)新建中海殼牌惠州聚碳酸酯項(xiàng)目，以實(shí)現(xiàn)其打造世界級、高度一體化的石化基地的愿景。
Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as “CSPC”) intends to build CSPC HuizhouPolycarbonate Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

3. 對投標(biāo)人的資格和業(yè)績要求
Requirements for Qualifications and the Past Performance of the Bidder:
（1）★資格要求Requirements for Qualifications of the Bidder
A. 如果投標(biāo)人為中國境內(nèi)注冊公司，投標(biāo)人需具有合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營業(yè)執(zhí)照，投標(biāo)時(shí)需提供原件掃描件（原件備查）；
If the Bidder is a company registered within the territory of China, it shall possess a legally valid Business License of an enterprise legal person, Tax Registration Certificate, and Organizational Code Certificate, or a unified business license combining these certificates. When submitting the bid, the Bidder shall provide a scanned copy of the original document (with the originals kept available for verification).
如果投標(biāo)人為中國境外注冊公司，需提供有效的公司登記注冊證明；
If the Bidder is a company registered outside the territory of China, it shall provide a valid certificate of company registration.
投標(biāo)人為分公司的，需具有合法有效的營業(yè)執(zhí)照（境內(nèi)注冊）/公司登記注冊證明（境外注冊）和上級法人單位授權(quán)書（授權(quán)該分公司投標(biāo)和簽訂合同），投標(biāo)時(shí)需提供原件掃描件（原件備查）。
If the Bidder is a branch company, it shall possess a legally valid business license (for those registered within China) / certificate of company registration (for those registered outside China) and an authorization letter from the superior legal entity (authorizing the branch to bid and sign contracts). When submitting the bid, the branch shall provide scanned copies of the original documents (with the originals kept available for verification).
B. 如果投標(biāo)人所投貨物非投標(biāo)人自己制造，投標(biāo)人應(yīng)得到所投貨物制造商同意其在本次投標(biāo)中提供該貨物的正式授權(quán)書。投標(biāo)時(shí)提供制造商授權(quán)書原件的掃描件。
If the Goods to be offered by a bidder are not manufactured or not to be manufactured by the bidder itself, the bidder shall obtain a formal authorization letter from the manufacturer, permitting the bidder to offer such Goods in this bidding. The scanned copy of the original authorization letter must be provided and be included in the bidding document.
投標(biāo)人以自己制造的貨物參與投標(biāo)的，不能再將此貨物同時(shí)授權(quán)給其他投標(biāo)人參與投標(biāo)，否則相關(guān)的所有投標(biāo)將被拒絕。投標(biāo)人將被授權(quán)的貨物再授權(quán)給其他投標(biāo)人同時(shí)參與投標(biāo)的，相關(guān)的所有投標(biāo)將被拒絕。
If a bidder participates in the bidding with goods manufactured by itself, the bidder shall not authorize other bidders to offer the same goods in the bidding at the same time; otherwise, all related bids will be rejected. If a bidder re-authorizes other bidders the authorized goods to participate in the bidding at the same time, all related bids will be rejected.？

（2）★資質(zhì)要求 Qualification Requirement
C. 電纜穿隔密封裝置應(yīng)滿足Ex eb IIC Gb的防爆等級要求，并提供防爆認(rèn)證機(jī)構(gòu)頒發(fā)的《防爆合格證》和CCC《中國國家強(qiáng)制性產(chǎn)品認(rèn)證證書》，防爆認(rèn)證機(jī)構(gòu)必須為國家授權(quán)防爆認(rèn)證機(jī)構(gòu)或國家認(rèn)證認(rèn)可監(jiān)督管理委員會(huì)認(rèn)可的國際權(quán)威認(rèn)證機(jī)構(gòu)（如：IECEx）。
Multi-Cable Transit Devices shall comply with the explosion protection rating of Ex eb IIC Gb. The products shall be accompanied by the Explosion-Proof Certificate issued by an authorized explosion protection certification body, as well as the CCC (China Compulsory Certification) Certificate. The certification bodies must be nationally authorized explosion protection certification institutions or internationally recognized authoritative certification bodies accredited by the Certification and Accreditation Administration of the People's Republic of China (e.g., IECEx).
（3）★業(yè)績要求Requirement for Bidder's Past Performance:
2016年1月1日至投標(biāo)截止日（以合同簽署時(shí)間為準(zhǔn)），投標(biāo)人所投產(chǎn)品的制造商應(yīng)具有電纜穿隔密封裝置（或電纜穿墻密封模塊）的至少2個(gè)合同業(yè)績，且每個(gè)業(yè)績至少包含不少于10套電纜穿隔密封裝置（或電纜穿墻密封模塊）或密封裝置總面積不少于3平方米。
同一集團(tuán)全球范圍內(nèi)不同制造商（即同一集團(tuán)旗下的全資子公司或控股子公司或制造工廠）制造的所投產(chǎn)品的業(yè)績，視為投標(biāo)人所投產(chǎn)品的制造商的業(yè)績；投標(biāo)人應(yīng)提供說明函，說明本次所投產(chǎn)品的制造商與滿足上述業(yè)績要求的產(chǎn)品制造商屬于同一集團(tuán)。
若投標(biāo)人為所投產(chǎn)品的代理商，則除以上業(yè)績要求外，投標(biāo)人還應(yīng)具有自2023年1月1日至投標(biāo)截止日(以合同簽署日期為準(zhǔn))，至少 1 個(gè)合同的代理類似產(chǎn)品（電纜穿隔密封裝置）的銷售業(yè)績。
From January 1, 2016 to the bid deadline (based on the contract signing date), the manufacturer of the products offered by the bidder shall have at least two contract performances records for Multi-Cable Transit Devices(or cable wall penetration sealing modules). Each performance shall cover no less than 10 sets of Multi-Cable Transit Devices (or cable wall penetration sealing modules), or the total area of the sealing devices shall be no less than 3 square meters.？
？Performance records of products manufactured by different manufacturers within the same group globally (i.e., wholly-owned subsidiaries, controlling subsidiaries, or manufacturing plants under the same group) shall be deemed as the performance records of the manufacturer of the product submitted by the bidder. The bidder shall provide an explanatory letter clarifying that the manufacturer of the product submitted and the manufacturer of the product meeting the above performance requirements belong to the same group.？
If the bidder is an agent of the products being tendered, in addition to the above performance requirements, the bidder must also have a sales record of at least one contract for similar products (Multi-Cable Transit Devices) from January 1, 2023, to the bid submission deadline (based on the contract signing date).
投標(biāo)人須提交相關(guān)業(yè)績證明文件。業(yè)績證明文件包括：1）合同。投標(biāo)人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、合同簽署頁（國內(nèi)貿(mào)易合同應(yīng)有雙方蓋章，國際貿(mào)易合同應(yīng)有雙方簽字或蓋章）、貨物名稱、供貨數(shù)量（套數(shù)或裝置總面積）。
Bidders must submit relevant performance supporting documents. The performance supporting documents include: 1) Contract. The performance supporting documents submitted by the bidder must at least reflect the following content: contract signing date, contract signing page (domestic trade contracts should bear the seals of both parties, while international trade contracts should bear the signatures or seals of both parties), name of goods, quantity of supply(number of sets or total device area).
若業(yè)績合同為無固定總價(jià)協(xié)議，除提供協(xié)議外，還應(yīng)提供相應(yīng)的訂單，訂單內(nèi)容或編號(hào)應(yīng)與協(xié)議相關(guān)聯(lián)。同一個(gè)協(xié)議下提供1個(gè)或以上的訂單均算為1個(gè)業(yè)績。
If the performance contract is a non-fixed total price agreement, in addition to providing the agreement, the corresponding order should also be provided, and the order content or number should be associated with the agreement. Providing one or more orders under the same agreement counts as one performance.
若投標(biāo)人為所投產(chǎn)品的代理商，則除上述相關(guān)業(yè)績證明文件外，還需提供類似產(chǎn)品（電纜穿隔密封裝置）代理銷售業(yè)績的證明文件。業(yè)績證明文件包括：銷售合同。投標(biāo)人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、合同簽署頁（國內(nèi)貿(mào)易合同應(yīng)有雙方蓋章，國際貿(mào)易合同應(yīng)有雙方簽字或蓋章）、賣方名稱、貨物名稱、供貨數(shù)量（套數(shù)或裝置總面積）。
If the bidder is the agent of the product being bid on, in addition to the relevant performance certification documents mentioned above, proof of sales performance of similar products(Multi-Cable Transit Devices) the agent must also be provided. Performance certification documents include sales contracts and technical agreements. The performance certification documents submitted by the bidder must at least reflect the following contents: contract signing time, contract signing page (domestic trade contracts should have seals from both parties, international trade contracts should have signatures or seals from both parties), seller name, and product name，quantity of supply(number of sets or total device area).
未提交業(yè)績證明文件，或通過所提供的業(yè)績證明文件無法認(rèn)定滿足上述業(yè)績要求的，均被視為無效業(yè)績。
Failure to submit the past performance certification documents, or inability to confirm that the above performance requirements are met through the performance certification documents so provided, shall be deemed as invalid performance.

The bidder is requested to fill in the "購買招標(biāo)文件登記表" (Registration Form for Purchasing Solicitation documents) online and pay the document fee online.
